Constitution law to be examined following Hotham Park meeting
The regulation meant Hotham Park Heritage Trust chairman Rosemary Warren could not give evidence when councillors were debating a decision to take away its 10,000 annual funding.

Hide Adfor Mrs Warren to speak had been overlooked by councillor Paul Wells.
Dr James Walsh said stopping important individuals from taking part in a debate about a subject with which they were involved went against natural justice.
It also stopped councillors reaching a sensible and balanced decision.
Gillian Brown, the council's leader, called the incident unfortunate for falling foul of the rules.
But it was only fair to look again at the constitution.
